the china national data group launched as a state-owned enterprise tasked with developing and using the country's data. it is the 100th company run directly by the central government. its headquarters sit in xiongan new area, hebei, about 100 km southwest of beijing. vice premier ding xuexiang opened it and tied it to artificial intelligence. we read the state announcements and the ownership details reported in chinese media.
what the china national data group was set up to do
xinhua lists four goals for the group. it should develop data resources, unlock the value of data as a factor of production, serve ai development and grow the data industry. state television cctv says it will act as a national platform for data flow and data sharing across industries and regions.
the state council approved the company. sasac, the agency that manages central state assets, holds the owner's role on its behalf. it published the formation as announcement no. 1 of 2026 on the same day.
the group does not replace the national data administration. that agency was formed in 2023 and writes data policy. cctv says the new group handles market operations and puts that policy into practice.
who owns and runs the national data group
the company is fully state-owned. people's posts and telecommunications news, cited by the paper, lists seven founding shareholders. two are government bodies: the state council and the xiongan new area management committee. three are telecom carriers: china telecom, china unicom and china mobile. the last two are power grids: state grid and china southern power grid.
the mix puts china's three carriers and both national power grids into one data company. the carriers run networks and data centers, and the grids supply the electricity those centers use.
the two top jobs went to people from those two worlds. jian qin, previously general manager of china unicom, is chairman and party secretary. chen ronghui, previously deputy director of the national data administration, is general manager.
why ai is in the mandate
ding said the group would help china "seize opportunities in ai development and secure new competitive advantages", as reported by bloomberg and seoul economic daily. he asked ministries and local governments to secure a reliable supply of the resources the group needs.
zhang xianghong sits on the national data expert advisory committee. he told cctv the group will develop, integrate and operate data resources at the national level. he says the aim is to break down "data silos" and speed up a single national data market.
the move fits china's push for tech self-reliance under western export controls on ai chips. compute is the constrained input, while data is one the state already controls.
how the plan took shape
the company was first reported as a plan in february 2025. the economic observer said sasac was preparing a national data group, citing a source close to the agency. reuters picked up the report the same day. the fields named then were energy, transport, finance and medical care.
the name has a lookalike. on october 20, 2024, 21 regional data companies formed the china national data group alliance in shanghai, yicai global reported. that alliance is a network of provincial firms, not the new central state-owned enterprise.
the provincial data groups already in place
several provinces built their own data companies before this one. beijing, shanghai, jiangsu, sichuan, hubei, shaanxi, hunan, henan and fujian all have provincial data groups, according to yicai.
two of them report their registered capital:
- shanghai data group – 5b yuan
- fujian big data group – 10b yuan
the national group now sits above these regional players. xinhua says it will work on central and local coordination and shared business with them.
what was not published
the announcements leave several basics out. the group's registered capital has not been disclosed. there is no list of the datasets it will hold or sell.
nothing has been published on how private ai labs could buy or license its data. the state media reports also do not say how personal data or cross-border transfers will be handled. sasac ranks the company 28th in its directory of central state firms, between china satellite network group and china electronics corporation.
